Health, Safety & Environmental Bulletin No 018
M Mott – 13 February 2006
Safety Harnesses
Approximately 50% of all fatalities in the construction industry are as a result of falls from
height. Between 1996/7 and 2002/3, 294 workers died as a result of a fall from height.
In 2005 the law regarding working at height changed, there is now no longer a height that is
classed as working at height, the previous rules applied when working above 2m. Now any
work at a place that if the person fell could result in injuries comes under the regulations.
All Xmo Strata and Network Cabling crews have now attended an IPAF accredited harness
usage training course including working at height rules and harness / lanyard fitting and
inspection training.
It is a requirement of Xmo Strata and Network Cabling that all persons in a MEWP (scissor
lift) or Cherry Picker must wear harnesses on ALL sites. This applies equally to crews,
supervisors, managers, clients and visitors. If a client or visitor wants to enter a MEWP
without wearing a harness, inform them of the company policy and contact the office.
The Xmo Strata Working at Height Checklist has now been amended to reflect our more
stringent procedure.
All crews have been issued with their own personnel harness and lanyard, and it is each
individual’s responsibility to keep them in good condition and to inspect for wear and tear
before use, as per guidance at the IPAF approved training course. If your harness or lanyard
shows any sign of wear, or is damaged, do not use it, do not work in the MEWP / Cherry
Picker, and contact the office immediately.
“let’s make sure that we continue to make our sites THE SAFEST by helping ourselves, our colleagues,
our customers and even our competitors by improving training, helping where necessary and
addressing any issues of concern there and then”
