Subcontractor Management
One of our biggest risks is from delivery drivers and sub-contractors whose work is primarily
non-petroleum, because safety standards are often much lower.
We try hard to engage responsible contractors, utilise our XmoMan Competency module to ensure that
contractors of this sort are under close personal supervision when on our sites and our sub-contractor
accreditation process facilitates either full accreditation, or accreditation to only work when supervised
by Xmo Strata personnel – to support this, our XmoMan Job Planning module will not allow us to plan
work for a contractor of this type if no Xmo Strata employee is scheduled to be on site before. That
said, we have still had vehicles arrive with no edge protection, heavy loads arrive with no suitable
lifting equipment and have managed those safely at the time and prior to these controls, we identified
unsafe acts, particularly relating to sub contract scaffolders, which were recorded and used for trend
analysis purposes and resulted in the latest control measures.
Please see the bulletin below shared with us by Artelia and was particularly alarming because we have
huge respect for the safety procedures of the principal contractor that was managing this site and we
wanted to be sure that this could never happen to us.
This safety stand-down was an expensive exercise for every L2, L3 and L4 contractor involved, but was
one that we supported 100% at both site and office level because of the severity of the incident.
Following the stand-down, we reviewed our safety documentation and control procedures on a project
that we managed as far back as 2009, where we had site welfare huts delivered to site.
An excerpt from the JSA/JHA is included below and you can see that it highlights the hazard and
empowers Xmo Strata site employees to manage the risk. This document was shared with the site hut
delivery contractor and all their employees.
