Inappropriate Muster Points
As part of our initial site-specific risk assessment process, we evaluate the sites emergency plan. This
includes asking the site staff where the sites emergency muster point is, and assessing if it is safe to
access.
Since 2004, we have recorded over 250 incidents where the sites emergency plan was not sufficient:
23 cases where the emergency exit route was blocked
42 cases were emergency equipment was defective or missing
43 cases where the site representative did not know the muster point
130 cases were the emergency muster point was inappropriate
It is very common to be told that the emergency muster point is a position directly across the road from
the fuel station. As fuel stations are normally located on busy roads, this results in people having to
cross busy roads in an emergency.
When discussing the emergency plan with the site representative, always check the location they give
for the muster point, is it accessible and is it safe to access in an emergency. If you feel the location is
unsafe, discuss this with the site representative and agree a safer location. Document the muster point
on your clearance certificate and raise a PI for any problems with the sites emergency plan.
